Which Casinos Have the Loosest Slots?

Which Casinos Report the Loosest Slots?

Contents

The clearest current named results come from separate reports, not a single national leaderboard. In Iowa, Grand Falls Casino Resort and Rhythm City Casino each reported 91.4% actual slot payback for the three months ending August 2026. In Missouri, Ameristar Casino St. Charles reported 91.003% for July 2026. These are leaders in different markets and reporting windows, not a prediction of future results or a claim that either is the loosest casino in the United States.

Choosing an online casino? Go to checking an online slot. Comparing land-based casinos? Start with facility reports.

For online slots, the practical answer is to check the exact game, provider, mode, and installed RTP version. Our RTP catalog can help find published game profiles, but the final check belongs in the selected operator’s game rules.

A few percentage points in a slot-floor report do not prove that one casino brand is inherently more generous. A floor is a changing mix of machines, player turnover, game popularity, and jackpot outcomes.

Disclosure: ToolsGambling may receive a commission when readers register with an operator through our links. This supports our research and tools, but does not change figures from official reports. Commercial references are not payback rankings.

Information and links on this page were checked on October 4, 2026. Every reported percentage below has its own stated period.

What a casino payback percentage can mean

A payback figure is useful only when it covers the same thing, uses a comparable calculation, and has the same reporting period as the figure beside it.

MeasureWhat it describesWhat it can showWhat it cannot show
Theoretical RTPA game version’s long-run expected share of total stakes returnedThe modelled house edge for that specific versionThe result of one session
Actual or reported paybackObserved results for a facility or category during a reporting periodHow that group of machines performed in that periodThe RTP setting of every individual game
HoldThe share of turnover retained by the casinoThe inverse of payback in the same dataset: payback = 100 − holdWhether the next spin will win
Hit frequencyThe share of rounds producing any payoutHow often a game returns somethingRTP, profitability, or volatility

Turnover, also called handle or coin-in, is the total amount staked, including winnings that are played again. It is not the deposit amount. A slot-floor payback is weighted only by turnover across machines; popularity changes that turnover mix, while large payouts can move the observed result for the period.

Iowa’s named slot-payback leaders: three months ending August 2026

Iowa’s current official report lists 19 facilities. The top-to-bottom range is 1.1 percentage points, from 91.4% to 90.3%.

The Iowa Racing and Gaming Commission changed its AGR treatment from July 2026 by excluding promotional-play receipts. That matters when reading trends across older and newer reports; it does not establish that game RTP configurations changed.

Missouri’s reported leader is based on one month

Missouri’s July 2026 report covers 13 facilities. Ameristar Casino St. Charles was first at 91.003%; the spread down to Mark Twain at 88.794% was 2.209 percentage points.

For Ameristar Casino St. Charles, the page 8 TOTAL SLOTS line reports handle of USD 253,302,948.61, slot AGR of USD 22,788,424.29, and payback of 91.003%. Slot AGR is the casino's reported slot revenue, not a tax. The report’s calculation is 100 × (1 − slot AGR / handle). Do not substitute TOTAL AGR, because that broader figure includes table games.

To check another facility, open the MGC index, select Slot Payout Percentages by Location → FY2027 → July PDF, find the facility or BOAT label, then read the TOTAL SLOTS ACTUAL PAYOUT %. July was the latest listed report on October 4, so allow for reporting lag and do not confuse TOTAL SLOTS with TOTAL TABLE GAMES. For Iowa, first confirm the three-month window at the top of the current PDF, then find the facility row; compare only rows with matching periods.

Three separate excerpts from the same original Missouri Gaming Commission page: facility heading, ACTUAL PAYOUT column, and TOTAL SLOTS 91.003% for July 2026.

One month of actual results is not a forecast and is not the theoretical RTP or legal minimum of each game. A large payout, or the absence of one, can materially move a short-period result.

Why Nevada reports cannot name the loosest individual resort

Nevada publishes useful market data, but its public reports group locations and categories rather than ranking individual resorts. Published groups contain at least four locations, and smaller machine groups are also combined, so the figures cannot support a reliable individual-resort ranking.

For the 12 months from September 1, 2025 to August 31, 2026, Nevada nonrestricted slots had a 7.14% hold, equivalent to 92.86% payback. This is a statewide, 12-month category result and should not be ranked against Iowa’s three-month facility figures or Missouri’s one-month facility figures. For narrower reading, see our guide to high-payback slots in Las Vegas and the state slot payback percentage guide.

Named public data also exists in some tribal markets. For example, Connecticut’s government gaming-data hub includes information on Foxwoods and Mohegan Sun. That availability alone does not create a comparable RTP ranking without matching methods and calculations. Source: Connecticut Department of Consumer Protection gaming data.

Tourist and local market labels can be starting points for research, not universal explanations for payback. An industry award, reader poll, one-machine observation, and private audit are different forms of evidence. Check their period, method, and scope before relying on them.

Denomination does not tell you the total stake or the RTP

A denomination is the value of one credit, not necessarily the total wager per spin. A 1¢ machine may require many credits and paylines, while a higher-denomination game may use a different stake structure and machine mix.

In Nevada’s same 12-month report, penny machines had 91.14% payback, USD 1 machines 93.74%, USD 5 machines 95.63%, and USD 25 machines 92.40%. The sequence is not monotonic and does not justify increasing a stake. These are observed category figures, not theoretical settings for one game. Source: Nevada Gaming Control Board report, page 4.

A simple comparison shows why a higher RTP does not make a larger budget harmless:

  • At 94% RTP, a USD 1 stake over 1,000 spins produces USD 1,000 turnover and an expected loss of USD 60.
  • At 96% RTP, a USD 5 stake over 1,000 spins produces USD 5,000 turnover and an expected loss of USD 200.

The second example has the better theoretical return, but the larger wager produces much higher turnover and expected cost. Set a fixed entertainment-loss and time limit rather than increasing a deposit or stake to chase a percentage, bonus, or previous losses.

How to verify an online slot before staking money

The useful sequence is to confirm eligibility and game details before comparing bonuses or marketing claims.

  1. Check that the operator and game are available for your jurisdiction and age, and read the written identity-verification, withdrawal, and licensing requirements.
  2. Open the exact game and locate its i, Help, Rules, or Paytable section. Look for Return to Player, RTP, or theoretical return.
  3. Record the game title, provider, mode, listed RTP, and check date.
  4. Compare the same game and provider in comparable modes across operators, while recording and comparing potentially different installed RTP configurations. Do not treat an unknown configuration as a match.
  5. If the figure is absent, ask support: “Which RTP profile is used for game, provider, mode?” If it cannot be confirmed, choose an option with transparent game rules.
RecordWhy it matters
Game title and providerAvoids confusion between similar titles
Mode: real-money, demo, or free playRules can differ by market and platform
RTP shown in the game rulesConnects the figure to a specific game version
Date and saved page or screenshotHelp pages and settings can change
Bonus rulesExcluded games, contribution, wagering basis, maximum bet, time limit, and cashout caps affect value

Do not assume a bonus is beneficial. Review excluded games, wagering contribution, the wagering basis, maximum bet, expiry, and withdrawal caps. Check KYC and withdrawal procedures before depositing.

The following example shows where an RTP line can appear. The Thunderkick 1429 Uncharted Seas free-play demo displays a 98.6% theoretical RTP. It is a provider demo, not confirmation of another operator's installed profile.

Reactoonz has five published RTP configurations

Play’n GO publishes five Reactoonz RTP configurations: 84.51%, 87.50%, 91.49%, 94.51%, and 96.51%. The difference from the lowest to highest published profile is 12 percentage points.

Reactoonz in the RTP catalog: provider-published configurations, not a scan of an operator’s installed game version.

Open Reactoonz in the RTP catalog, find Play’n GO, and review the five profiles. As of October 4, 2026, this entry showed a partial check dated September 28 and a full check dated September 21; those dates apply to this entry, not the entire catalog.

The catalog collects published game information and RTP variants. It does not automatically audit casino lobbies, player accounts, or operator settings, and it does not publicly reveal every operator-game-configuration match. Manually cross-check the Help or Rules screen at the operator you intend to use.

A hypothetical 96% versus 94% calculator example

This example is deliberately hypothetical. Game A and Game B are not operators.

In the RTP calculator, choose By spins, set RTP to 96, stake to USD 1, and spins to 1,000. Assuming 1,000 paid spins, that gives USD 1,000 turnover, USD 960 expected return, and USD 40 expected loss.

RTP calculator set to 96 percent RTP, USD 1 stake, and 1000 spins with USD 40 expected loss

Hypothetical calculator result: 96% RTP, USD 1 stake, 1,000 spins, USD 1,000 turnover, and USD 40 expected loss.

The calculation is:

expected loss = paid spins × stake × (1 − RTP / 100)

It uses fixed turnover from 1,000 paid spins, not a deposit amount or a forecast of play until the bankroll runs out. The USD 960 expected return is not guaranteed.

With USD 1 stakes, 1,000 paid spins, and USD 1,000 turnover for each row, the comparison is:

Hypothetical gameRTPExpected returnExpected loss
Game A96%USD 960USD 40
Game B94%USD 940USD 60

Scroll to Compare Several RTPs Side by Side, enter Game A at 96 and Game B at 94, set USD 1 for both rows, and use the 1,000 spins entered above. The expected-loss difference is USD 20 at identical turnover. Game A’s USD 40 expected loss is 33.3% lower than Game B’s USD 60, but that is not a profit probability or a promise of a session outcome.

Compare Several RTPs Side by Side showing hypothetical Game A at 96 percent and Game B at 94 percent with equal USD 1 stakes

Calculator comparison: hypothetical Game A at 96% and Game B at 94%, both at USD 1 for 1,000 spins.

The calculator estimates expected value and house edge only. When the game, provider, mode, stake, turnover, and other terms are the same, a higher confirmed RTP installed by the operator means a lower expected loss. The highest profile listed in a catalog does not confirm which profile an operator uses. If the RTP figures match, check withdrawal rules, KYC, bonus restrictions, and your stake and budget instead of assuming an RTP advantage. One game does not prove that an entire casino is better. The calculator does not estimate profit probability, bankroll survival, risk of ruin, volatility, or an operator’s actual RTP setting. For the distinction between RTP and outcome variation, read RTP versus slot volatility.

A practical checklist for choosing what to verify

The most useful approach is to verify what can be checked before deciding whether to play.

  1. For a land-based casino, use the regulator’s official report and compare only matching measures and periods.
  2. For an online game, open that game’s Help or Rules page rather than relying on a casino advertising page.
  3. Match the game and provider in a comparable mode, record each operator’s RTP configuration even when the profiles differ, and save the date of the check.
  4. Keep actual facility payback separate from a game’s theoretical RTP; an unknown RTP configuration is not a confirmed match.
  5. Use the RTP calculator to estimate loss from your own stake and number of spins.
  6. Set a fixed entertainment budget and time limit that does not require a larger deposit.

For additional online checking steps, see our guide to high-payback slots online.

For the below-100% RTP profiles discussed here, a higher percentage reduces the average expected loss but does not remove the house edge, guarantee session profit, or create a “hot machine.” Previous losses, time of day, and short result streaks do not show that the next spin must pay.

FAQ

Frequently Asked Questions

Yes. In Missouri's report, 80% is a theoretical minimum, not a test applied to each monthly result. Actual monthly payback can vary with the period's outcomes, including large payouts, and does not by itself prove a violation.

No. A short results history does not reveal future payback or turn a slot's mathematical expectation into a promise of a win.

Yes. RTP is a long-run theoretical share of total stakes, not a guarantee for one player, session, or day.

No. An RTP applies to one game configuration. Other games need their own provider, mode, and RTP-version checks.

No. Denomination is the value of one credit, not a universal RTP indicator or total stake. A larger stake can increase turnover and expected losses more quickly.
