Sports betting is legal in Missouri for people 21 or older who are physically in the state when placing a bet. Regulated wagering launched at 00:00 on December 1, 2025, following the November 5, 2024 vote approving Amendment 2. Use a sportsbook listed by the Missouri Gaming Commission (MGC), not an app's availability or advertising as proof of authorization. Source: MGC launch notice
The license statuses and financial snapshots below were checked against official material retrieved on October 12, 2026. They are dated checks, not a promise that a license status, retail opening time or latest report will remain unchanged.
What is the current status of Missouri sports betting?
Missouri has launched both mobile and retail sports wagering. At the October 12, 2026 check, the MGC mobile report contained eight entries, with a mixture of Active and Temporary statuses; the newest monthly financial report in its directory covered August 2026. Which mobile sportsbooks are licensed in Missouri?
The MGC mobile report listed DraftKings, FanDuel, Circa Sports, Caesars, Fanatics, BetMGM, Penn Sports Interactive LLC and bet365 at the October 12, 2026 check. Four entries were Active and four were Temporary; Temporary does not mean pending or unlicensed. Source: MGC mobile operator report, pages 1–2
| Sportsbook or operator entry | Listed status |
|---|---|
| DraftKings | Active |
| FanDuel — corporate entry: Betfair Interactive US LLC | Active |
| Circa Sports | Active |
| Caesars | Active |
| Fanatics | Temporary |
| BetMGM | Temporary |
| Penn Sports Interactive LLC — operator of theScore Bet | Temporary |
| bet365 | Temporary |
The Penn entry should not be presented as a future ESPN BET launch. PENN announced that theScore Bet replaced ESPN BET in the United States, including Missouri, on December 1, 2025. Its Missouri-specific terms identify Penn Sports Interactive as the operator. PENN announcement · Missouri-specific terms
Hard Rock, Underdog, Bally and BetRivers were not listed as mobile sportsbooks in the reviewed report. That observation concerns this Missouri mobile list, not those brands' activities elsewhere.

How do you verify a sportsbook before registering?
Check the current MGC report and match the sportsbook's legal operator name before creating an account. A registry entry establishes licensing information; it does not establish app quality, withdrawal speed or the value of an offer.
- Open the MGC mobile operator report.
- Read both report pages, not just the first-page excerpt.
- Match the brand to the legal entity named in its Missouri terms.
- Note the current status without treating Temporary as an absence of a license.
- Read the sportsbook's account, payment and promotion terms separately.
For example, checking theScore Bet involves matching its Missouri terms to Penn Sports Interactive, rather than searching only for the app's brand name.
Where can you place a retail sports bet?
The reviewed MGC retail list contained eight sites. A retail license is not proof that a counter is open at a particular hour, and a corporate mailing address should not be treated as the betting premises. Check the venue's own current location and opening information before traveling. Source: MGC retail operator report
| Retail site |
|---|
| Argosy |
| Caesars Harrah's Kansas City |
| Caesars Horseshoe St. Louis |
| Century Cape Girardeau |
| Fanatics Ameristar Kansas City |
| Fanatics Ameristar St. Charles |
| Hollywood St. Louis |
| River City |
The mobile and retail lists answer different questions. Do not assume that a mobile license creates a retail betting location, or force a mobile-brand partnership onto every retail entry.
What college and youth bets are prohibited?
Missouri prohibits bets on individual athlete performance in a single collegiate game involving a Missouri team, as well as wagering on youth and high-school events. The college restriction covers individual athletes on both teams in that game, not only athletes enrolled at the Missouri school. Source: Missouri Constitution, Article III, Section 39(g), subsection 16(k)
For example, if a Missouri college team plays an out-of-state college team, an individual points prop for a player on either team falls within that restriction. A team-result market is not the same as an individual performance prop, but its availability still depends on the approved catalog and the sportsbook's offerings.
Use the MGC approved sports wagering catalog to check permitted offerings. Inclusion in the catalog does not mean every sportsbook must offer that market.
Can visitors bet, and what happens if location or identity checks fail?
Visitors can meet Missouri's location requirement without being Missouri residents: the key condition is being physically in Missouri when wagering, alongside age and account eligibility checks. Being a Missouri resident does not authorize a bet placed from outside the state. Source: Missouri Constitution, subsections 12–13
Sportsbooks must verify account information and location. Missouri's rules allow possible foreign-patron identification equivalents, including passport and taxpayer-identification documentation; they do not establish a universal SSN-only rule or guarantee that a particular document will be accepted in every case. Source: Missouri sports wagering rules, 11 CSR 45-20, including 20.010 and 20.280
If verification fails:
- For a location error: confirm that you are physically in Missouri, then follow the sportsbook's displayed location-check instructions. If prompted, enable location access in the relevant device or browser settings. Do not try to bypass the check.
- For an identity error: compare your entered account details with your documents, then use the sportsbook's secure verification process.
- For a visitor-document question: ask support which documents its Missouri account process accepts before assuming a passport alone is sufficient.
- For an unresolved problem: keep the error text and contact the sportsbook through its official support channel.
The odds converter discussed below cannot diagnose identity or location checks.
How do you calculate payout and profit from American odds?
For a $20 cash stake at American odds of -110, a winning bet returns $38.18 in total payout, including the stake, and produces $18.18 in profit. The price implies a 52.38% probability, not a verified prediction of the outcome.
Use the odds converter as follows:
- Set the input format to American odds.
- Enter -110 as the odds value.
- Enter 20 as the stake.
- Read the converted odds, payout, profit and implied probability.
| Result | Value |
|---|---|
| Decimal odds displayed | 1.91 |
| Payout, including the cash stake | $38.18 |
| Profit, excluding the cash stake | $18.18 |
| Implied probability | 52.38% |
Assumptions and rounding: this example is a winning, ordinary cash bet, with no fees, taxes, voids or promotional adjustments. The displayed decimal odds are rounded to 1.91, but the calculation uses the exact value 1 + 100/110, or 1.909090…. Money is rounded to two decimal places; implied probability is shown to two decimal places. Multiplying the stake by the rounded display value would not reproduce the exact calculation.

Source: ToolsGambling's own locally rendered English converter interface, using American odds -110 and stake 20. This is a local interface capture, not a production-site test, sportsbook account test or evidence of licensing.
Implied probability is calculated from the price: 1 ÷ exact decimal odds. It does not prove a bet has value or account for every outcome's sportsbook margin. For more context, see how betting odds work.
How should you compare sportsbooks, promotions and withdrawals?
Start with licensing, then compare the specific markets, prices, payment terms and account controls you need. The MGC registry is not a ranking, and the evidence here does not establish a best app or fastest-paying sportsbook.
Before depositing, check:
- Whether the sportsbook offers your permitted market.
- The actual price on the same selection at the time you intend to bet.
- Deposit and withdrawal methods, limits and any stated fees.
- Identity checks that may be required before withdrawal.
- Promotion eligibility, qualifying stakes, expiry dates and withdrawal conditions.
A bonus bet is not automatically equivalent to cash. Its terms determine whether the promotional stake is returned and what can be withdrawn. Do not apply the cash-bet example above unchanged to a bonus bet.
Missouri's promotion rules prohibit calling an offer “risk-free” when the customer's own money is at risk. Read the conditions rather than relying on the headline. Source: 11 CSR 45-20.550
Set a spending limit before depositing, and do not treat a promotion as a reason to exceed it. Our bankroll management guide explains budgeting principles; no budget makes gambling profitable or removes the risk of loss.
What do Missouri's handle, revenue and tax figures mean?
Handle is the amount staked, not deposits or sportsbook income. Adjusted gross revenue (AGR) is Missouri's statutory revenue measure after specified deductions, not net profit. Reported tax is the amount shown in the regulator's tax tables; it should not be replaced with an assumed calculation.
The selected snapshots below are not a continuous monthly series.
| Reporting month | Combined retail and mobile handle | Combined AGR | Reported tax |
|---|---|---|---|
| December 2025 | $543,039,131.42 | — | $521,200.69 |
| July 2026 | $246,804,149.48 | $21,794,648.63 | $2,190,979.82 |
| August 2026 | $207,511,073.92 | $16,728,716.68 | $1,679,539.30 |
Sources: December 2025 report, reported January 15, 2026; August 2026 report, reported September 15, 2026, including July figures. Figures are subject to adjustment. The dash means AGR is not supplied in this selected December comparison, not that revenue was zero.
Calculation basis: combined handle is the retail-plus-mobile sum. December uses the tax-remittal tables: $4,157,611.65 + $538,881,519.77 = $543,039,131.42. December reported tax is $88,733.17 + $432,467.52 = $521,200.69. July handle is $3,266,570.94 + $243,537,578.54 = $246,804,149.48. These sums retain cents without intermediate rounding.
The December sport-detail mobile handle of $538,009,322.22 differs from the tax-remittal mobile handle. Do not mix those two tables to construct a combined total. Also, Missouri fiscal year 2027 begins in July 2026, so “FY27” does not mean all figures occurred in calendar 2027.

AGR should not be labeled “actual gross hold” or “net profit.” For the basic distinction between stakes and revenue, see what handle means in betting.
How are sportsbooks taxed, and where does the money go?
Missouri imposes a 10% tax on sportsbook AGR, not a 10% tax on all stakes. The constitution defines deductions that include payouts, redeemed promotional amounts capped at 25% of monthly cash receipts, federal tax and specified cancellations, and it permits negative carryforwards. Source: Missouri Constitution, subsections 10 and 16(a)
The statute is not a reason to overwrite reported tax figures. For August, 10% of aggregate AGR is $1,672,871.668, while the report lists $1,679,539.30 in tax. The source does not reconcile that difference, so this guide does not assign it an exact cause.
After regulator costs and the required compulsive-gambling allocation, wagering-tax revenue supports education. The compulsive-gambling fund receives the greater of 10% of annual wagering-tax revenue or $5 million. This is separate from the operator's 10% AGR tax rate. Do bettors owe tax on winnings?
Yes. Federal rules require reporting gambling winnings even when no tax form is issued. For a U.S. tax resident who gambles recreationally, claiming an eligible gambling-loss deduction requires records and itemizing deductions rather than taking the standard deduction. This explanation does not automatically apply to nonresident aliens, for whom the IRS provides separate guidance. Sportsbook tax payments do not settle a bettor's personal tax obligations. Source: IRS Topic 419
For 2026, the federal loss-deduction limit is the lesser of 90% of gambling losses or gambling winnings. Source: IRS Publication 505
Simplified example: assume a U.S. tax resident who gambles recreationally has $1,000 in reportable winnings and $1,000 in documented losses, itemizes, and meets the deduction requirements. The allowed gambling-loss deduction is $900, leaving $100 of income before other return factors. That is not $100 of tax, and it is not a Missouri state-tax calculation.
U.S. tax residency is distinct from Missouri state residency. Keep wagering, payout and loss records rather than relying solely on deposits and withdrawals. Consult the Missouri Department of Revenue's individual income-tax guidance for the relevant tax year. Nonresident and multistate situations warrant professional advice.
How do sports self-exclusion, casino exclusion and complaints work?
Missouri's sports wagering self-exclusion program (SEP) covers online and in-person sports wagering. It is separate from the Disassociated Persons program (DAP) for casinos: enrollment in DAP does not automatically create sports wagering self-exclusion. Source: MGC program explanation
SEP lasts five years, with automatic removal unless the person extends it for another five years. Follow the MGC's program instructions rather than assuming that deleting an app or closing one account enrolls you in the statewide program.
For free support for gamblers and loved ones, call 1-800-GAMBLER (1-800-426-2537). The number is verified on the MGC's current FAQ.
For an account or wagering dispute, first contact the sportsbook through its official support channel and retain the bet record, relevant terms and correspondence. If it remains unresolved, consult the MGC's official website for its current complaint guidance. Do not post identity documents or account credentials publicly.
